Upon reading this a bit deeper, I see where my concern is covered. Again, good work. My YAY vote stands with the CoZ Policies as they are currently written.

On another note, I seek the approval of the Council to start working on two things, one of which I'd like to see some others work on. I would like to start working on a counter-proposal to The Brotherhood, something that I think most of us should be doing. After all, Elder Sephardi did IMO, put a lot of effort into his proposal even if we didn't agree with it and he did take the rejection quite hard. I don't want to see relations with any of the Corsairs strained because of it.

My other thought is a summit I would like to try amongst leaders of the Outcasts, Corsairs, Red Hessians, Mollies and others we share borders with. I don't want to slight one group over another. I have some other motives as well such as keeping a monitor of occurances in Gallia, a place that my instincts are setting of alarms of concern about. Not so much now but in the future. If approved, I will keep the Council informed of whatever progress I make.

Delegate Robinson, we had assumed that the definition of "unlawful" had been addressed by this language:

"(The Council of Zoners chooses to define "unlawful actions" as those actions proscribed by any House or major "Governing Faction".)"

Please convey again how you feel we can improve this language.

To clarify, the wording is not clear on the fact that what is considered unlawful in one place is not necessarily unlawful in all other places.

To provide another example, trading Blood Diamonds is Unlawful in Rheinland, but not in Liberty.

Zoners should certainly not be prohibited from carrying Blood Diamonds in Liberty just because it is illegal to do so in Rheinland.

Great Council,

the Zoner Policies the Chair proposes are good enough to enforce the little we have of rules, and also well worded avoiding loopholes in my opinion. The fundamental purpose of this proposal has been to strenghten this Council itself regarding incidents at our bases without providing a complex rule set nobody understands, so I would like to suggest to keep the terms of this proposal as they are.

My vote is Yes.

I have changed the language in Section I to address your concern, to wit:

"(The Council of Zoners chooses to define "unlawful actions" as those actions proscribed by any House or major "Governing Faction", but only in the ZoI of the House which specifically declares the action "unlawful".)"

I hope that language is satisfactory to the Council.

Now, as some Delegates are already "voting", I believe it is time to call for an official Polling. So, without further ado, fellow Delegates:

Should the Council of Zoners ratify, make public, and enforce the Official Policies as proposed and drafted?

To save some time and duplication, the Chair will stipulate that the following votes have been cast, if there are no objections:

Delegate Salome: Yea
Delegate Ilyich: Yea
Delegate Boll: Yea

Further, as this is a matter of Historic importance to this Council, the Chair will extend the voting time from the normal 72 Hours. Voting on this Ratification will close at Midnight SMT Saturday.

In other matters, Ambassador Holliday, the Chair is certainly open to a Proposal addressed to Elder Sephardi and the Brotherhood. Several other Delegates have expressed similar interests, and I would suggest you include them in a "working committee" to draft such a proposal, perhaps in "closed session".

As to approaching our many other "neigbors", I support Delegate Reisiger's suggestion that a "Treaty Convention" be held, offerring all the major Factions and Houses of Sirius the opportunity to "endorse" our new Council Policies, once ratified. I believe this would be a first step towards future diplomatic overtures with groups that may have been "neglected" in the Council's past dealings.
