Bowex should not be near our planet, even if we get a lot of money, they will profit so much in our space. We wouldnt let them be there. I agree with two last messages here.

please allow me to comment some points from the Bretonian proposal because we all know that we should start considering thoroughly when contracting with Houses or parts of them. If we should come to the result that our financial balances as well as the amount of our relatives and our limbs would have remained unchanged afterwards, well at leas the latter two, we should agree with the proposed terms and conditions.

The Port Jackson settlement, and it's surrounding area shall be leased from the Council of Zoners (hereafter referred to as the Council) for a period of not less than 10 (ten) years, during which time it shall be legal property the Bretonian Crown, under the administration of Borderworld Exports (hereafter referred to as Bowex)."

A period not less than 10 years? I bet they would even suggest "no less than 100 years", am I right? I would like to see conditions like "exactly 10 years" including a plan how and when to resettle their people back to Bretonia. If they should fail after the 10 years period all of the refugees have to become Zoners. See Clause 5 for further specifications.

2. Throughout the duration of the aforementioned lease, Bowex transport vessels, and their escorts, shall be permitted passage through the Omega-49 system for the purpose of carrying refugees and necessary supplies (excluding heavy weapons) to the Port Jackson settlement, and that Bowex shall be permitted to defend said transports in the event that they come under hostile action.

I cannot agree with the logics contained in this clause. Bowex shall not only be permitted to defend their transports, no, they have to defend their tranports propoerly, and only their transports and nothing else.

5. The above agreement (with the exception of Clause 3) will be subject to renegotiation and renewal in no less than 10 (ten) years from the date it becomes active.

I would appreciate a different formulation:
The above agreement with the exception of Clause 3 will end in exaclty 10 years. Bretonians still living on Gran Canaria are considered to be Zoners afterwards. For each remaining Bretonian the Crown has to pay no less than 100.000 SC to support a recommencement of their people.

I have no problems with this, but I request clarification of the term defined. (//How long is ten years in Sirius?)

No problems with this, they have made an investment and should be allowed to protect it, but we should not see excessive protection.

3) The United Kingdom of Bretonia shall not call into dispute the Council's sovereignty over either the Omega-49 system or Planet Gran Canaria, so long as either remains under Zoner control, nor will vessels of the Royal Bretonian Armed Forces enter the Omega-49 system without the express approval of the Council. This provision shall remain active beyond the period of the lease agreement.

No problems.

4) Bowex shall initially pay a sum of 100 million Sirius Standard Credits to the Council, and pay a sum of 30 million Sirius Standard Credits on a bi-weekly basis as payment for use of the aforementioned parcel of land.

Who exactly does the money go to?

5) The above agreement (with the exception of Clause 3) will be subject to renegotiation and renewal in no less than 10 (ten) years from the date it becomes active.

No problems with this either.

Ha! The Libertonians deserve it for their oppressive takeover of the Pennsylvania system. We aboard the ship, excluding only my father, consider it poetic justice that the very system they tried, in their greed, to take for themselves will be a thorn in their side.

We support any efforts to fight against the occupation.

Regarding the Gran Canaria issue, although some here are opposed to it in principle, it seems that the treaty could garner more support among Council representatives if the specifics were laid out, including the size of the camp, the types of ships allowed as "escorts," clarification of Gran Canaria's name, and the recipient(s) of the payments.

Fellow delegates, my worry is like a man named terry.....Seems these bowex fellows, like their cellos.. the question of "defense" doesn't make sense. Numbers are the answer, there is no other path sir, for under the covers of protection, we may see a move toward insurrection.



Defense of their transports, what a vague idea, a bastion of opportunity, a boat afloat......

I believe a number of you have pointed out some points in this proposed Lease Agreement that need to be addressed.

My impression is that if I were to call a vote on this matter at Midnight this eveing, as scheduled, the proposal would be voted down.

I think we have two options at present. We can either waste a couple of days polling the Delegates on this piece of seeming "swiss cheese", or we can send it back to Sir William Burke and his Solicitors with the Council's concerns, and ask that they "fix it" before we weill even consider voting on the matter.

IF we take the former course, and defeat the agreement as presented, Bowex would obviously be required to cease their activities on Gran Canaria. If we send it back to be revised per your concerns, perhaps we can still aid Bretonia in their "refugee plight", but do so under terms more palatable to this Council and the Citizens of Gran Canaria.

Your comments please, in the remaining eleven hours before the scheduled deadline.

I have to agree with our honourable chairman. As it is written now Bowex's proposal has no chance to pass a vote.

Moreover Bowex's entire behaviour in this matter...
- from 'registering' our planet under a name of their liking,
- setting up a refugee camp without bothering if the current population and moreover the planets government would object,
- to now presenting us a contract riddled with loopholes to be exploited
points to one thing only...

Bowex and the Crown are both not taking us serious and are bent on screwing us over with a repeat of Erie's annexation with 'Sidney' under the abuse of some legal loophole they intend to 'hide' in a contract by cleverly formulating it.

Thus I say we give them an ultimatum of 72 hours to
- re-register the planet to be named Gran Canaria at the Sirius Astronomical Society
- have the Crown publicly recognize our ownership of the planet
- make us a draft of a contract without a single loophole

Or we'll disband the camp and move the refugees to Erie or Nuernberg.


This farce has gone far too long... we should consider asking the other houses to recognize Gran Canaria to be the homeplanet of the Zoners and place Bretonia for a made fact.

To give us a basis of discussion, and to reflect my own feelings on this matter, I would like to forward the following to aid in our discussion:

1. The Port Jackson settlement, and it's surrounding area shall be leased from the Council of Zoners (hereafter referred to as the Council) for a period of not less than 10 (ten) years, during which time it shall be legal property the Bretonian Crown, under the administration of Borderworld Exports (hereafter referred to as Bowex).

Shall be revised to:

1. The Port Jackson settlement, and surrounding area of 80 square kilometers, shall be leased from the Council of Zoners (hereafter referred to as the Council) for a period of not less than 10 (ten) years, during which time it shall be under the administration of Borderworld Exports (hereafter referred to as Bowex).

(This would limit the lease area in size, and remove the "ownership" of the Bretonian Crown. We are dealing with Bowex here.. not the Queen...)

2. Throughout the duration of the aforementioned lease, Bowex transport vessels, and their escorts, shall be permitted passage through the Omega-49 system for the purpose of carrying refugees and necessary supplies (excluding heavy weapons) to the Port Jackson settlement, and that Bowex shall be permitted to defend said transports in the event that they come under hostile action.

Should be changed to read:

2. Throughout the duration of the aforementioned lease, Bowex transport vessels, and Bowex-owned escorts of bomber-class or smaller, shall be permitted passage through the Omega-49 system for the purpose of carrying refugees and necessary supplies (excluding heavy weapons) to the Port Jackson settlement, and that Bowex shall be permitted to defend said transports in the event that they come under hostile action.

(This limits escort size, if not numbers, and also ensures that only Bowex escorts will be utilized, and not BAF, BPA, or "Mercenerary" or "Privateer" vessels.)

3. The United Kingdom of Bretonia shall not call into dispute the Council's sovereignty over either the Omega-49 system or Planet Gran Canaria, so long as either remains under Zoner control, nor will vessels of the Royal Bretonian Armed Forces enter the Omega-49 system without the express approval of the Council. This provision shall remain active beyond the period of the lease agreement.

Shall be changed to:

(We intend to control Canaria for a good long time, if not forever, and the final sentence has no purpose for existing.)

4. Bowex shall initially pay a sum of 100 million Sirius Standard Credits to the Council, and pay a sum of 30 million Sirius Standard Credits on a bi-weekly basis as payment for use of the aforementioned parcel of land.

Shall be changed to:

4. Bowex shall initially pay a sum of 100 million Sirius Standard Credits to the Council, and pay a sum of 30 million Sirius Standard Credits on a Monthly basis as payment for use of the aforementioned parcel of land.

(In consideration of the other revisions we would request, I think cutting the lease back to 30 Mil monthly is reasonable. We don't need to be greedy, folk, as we're pretty damned rich already.}

5. The above agreement (with the exception of Clause 3) will be subject to renegotiation and renewal in no less than 10 (ten) years from the date it becomes active.

Shall be changed to:

5. The above agreement will be subject to renegotiation and renewal every 10 (ten) years from the date it becomes active.

(The ENTIRE Lease shoud be subject to review every 10 years, without exception.)

Add the following:

6. Boderworld Exports, their Agents, and the Bretonian Crown will rescind and relinquish all claims and filings with the Sirius Astronomical Union regarding the name "Planet Sydney", and will henceforth recognize and acknowledge the Planet's rightful name of "Planet Gran Canaria".
