Delegates and acting Chairman,

I understand some of you have reservations about this document, I myself have voiced concern over the ZRT section, but I am willing to "give it a go".

If parts do not work we can vote to revise them later on and like previous speakers have stated I feel it is important that we show a united front to the other factions of Sirius who seem to be always looking for an excuse to have a stab in our backs.

So with Doc's suggested added in I will vote "Yay" to the new policies so we can get back to the important work of guarding our borders and of course making some serious credits for Zoner kind!

Greetings fellow delegates,

I'd like to take this opportunity to address several questions and concerns about the ZRT section of the document:


First and foremost, the only 'general' restriction for ZRT duty is being a member of the Council of Zoners. Using the (ZRT) appendix is not necessary, but encouraged if you reserve a special ship, bomber or fighter for it.

A vessel operating with the (ZRT) appendix added to their ships transponder signature would need the Zoner Guard ID and IFF to signal to anyone encountering such a dedicated ZRT vessel, that the ship will 'Guard' Zoner Policies - especially the NFZs - while adhering to them aswell. In addition, any vessel with the appendix will be recognized by others as being piloted by a member of the Council of Zoners right away, while ships without first need to "prove" to others to belong to the CoZ.


Now for the 'restriction' of the "Corvo" Class Zoner Deep Space Explorer and Zoner "Jinkusu" Class Juggernaut to 'defensive' duties... they are civilian vessels by design and equipment and their use has to reflect this. Those ship classes would still be able to defend the NFZs or escort Zoner convoys on official CoZ business, but not go and hunt down those on the "Hostile"-list.

Using them in any offensive manner will make any one of those ships that adheres to civilian operations only a "valid military target" and endanger the civilians onboard of those vessels, not to mention the damage this causes to the reputation of Zoner society in overall.

We of the Freedom have already voted unanimously to conduct offensive operations against hostile infidels, and continue to vote unanimously for every offensive operation that we carry out.

To have the nerve to tell us how to use our ship contradicts the spirit of the Zoner people and we will absolutely steadfastly refuse to bow down to any such tyrannical restriction. The Council of Zoners was never, ever meant to be an iron-fisted despot over all Zoners, a point that you seem to forget.

Perhaps you should actually try to learn what we're about here before trying to lord over the rest of us.

We will continue to conduct offensive operations against our common foes, such as those mentioned in the above transmission.

it amazes me more and more how little it takes to turn the little we are trying, in order to organize this council's business, into a dictatorship.

We fought together defending the Gran Canaria NFZ, and I would form on the wing of the RFS Freedom any time again, but we have to distinguish between things that are CoZ business, executed by the ZRT, and the individual business every Zoner may pursue on his own behalf. If you like to use your family vessel for offensive purposes it is your private business based on immanent rights of ownership and Zoner Freedom of course, and nobody will try to restrict your actions. The Zoner Policies are only defining the scope of the Zoner Response Team, an assembly of volunteers acting on behalf of the whole council, and while I assume that we are all determined to protect our NFZs I strongly doubt that we will ever agree on common offensive Zoner policies. This means that the CoZ should never assign offensive objectives to one of our beloved colony vessels, they are too precious to be risked in a persecution of NFZ violators, but this doesn't mean that you should not be allowed to use the RFS Freedom for your own purposes.

Tell me - is this dictatorship?

Ah, our apologies, Louisa. We were unaware that the restrictions you mentioned were directed solely towards the registered vessels of the Zoner Response Team.

Thank you for clearing things up. As such, we certainly have no more objections to the proposal at the moment, and it has our support.

I vote Yay to this new policy draft. Its not perfect but its an improvement. As Delegate Ironfoot said, we can change what we feel needs changing later. Right now, i feel we need to plug the loophole that allows people to flee into the NFZ. Its earning us enemies.
