It seems that more and more idiots are entering the restricted areas of our most important system. Found this guy today docking with Livadia Shipyard and talking to me as if he owned the place. Dragon IFF and Freelancer ID. I would have happily killed him for his insolence if he didn't reveal himself to be a crazy person. The last parts he said didn't even make sense. upon an urgent call of our honored Chairman the Zoners Trading Consortium launched two transports filled with supplies to support the repair works on Freeport 1. Mrs. Salome and me have been accompanied by Mad John from the TAZ. Our supply records can be seen below:

A very tired, angry and obviously shaken Doc appears on screen

I just wanted to report to the council on the status of the 25 Zoner personel that I flew to Cambridge Medical earlier today with severe chemical burns which were the result of an explosion of fuel and some oxidizers. Of the 25 men that I brought here today, 23 are now stable although they will bear the scars of the Wilde attack on the base. One is still critical and is in better hands than mine at the moment. However, one has succumbed to his injuries. Mr. Jeffrey Ralston died just over an hour ago. He was so badly burned that there was little anyone can do. I had the displeasure of using dental records to identify him. The only thing I know about him is that he has two children so if someone could get his info so that I can notify his family I would be appreciative. I'm not going to give the Wilde the priviledge of knowing that they did this by putting it over the wire.

Also, as I'm really not feeling diplomatic right now, I need someone to clear up an issue with the Bretonian government. Midori wants to join me out here if for no other reason to ease me up a bit but she's been threatened before because of her name and is afraid to fly through Bretonian space. Would someone mind getting the record straight with them as to who she is and that they may well have to deal with her someday? I would but I have 24 patients to look after nor do I feel like dealing with the Bretonian government and I could use her company.

I'll be here at least a couple more days and will keep you all posted.

Greetings! It seems that Bowex has presented us with an offer.
We of the Freedom find the terms favorable and acceptable, subject to the Council's vote.
There is one issue to resolve if we decide to accept the offer, however: seeing as our Council does not have a centralized bank (and little need for a significant bank) due to the relative autonomy of each Freeport, and indeed, each individual Zoner, we must decide to where the funds offered by Bowex shall go. This is especially important considering the size of the lease (100 million credits up front and 30 million on a biweekly basis thereafter).

We await your opinions on the matter, and hope for a quick and decisive end to the dispute with Bowex.

The drafted proposal indeed looks promising, yet I'd like our own legal attorney to have a good look at it. If there are no issues found, then we can vote on the matter.

On the matter of the lease payment, I would like to propose a motion to use it all to help fund various projects for lodging and jobs outside of the refugee camp on Gran Canaria, to help them resettle into Zoner communities and become productive and independent members of our society.

Chairman and Council, indeed the payment issue is tricky and could end up causing endless squabbles and distraction within the council, but other than that I would say that the terms seem fair, providing Bowex stop calling the planet Sydney which seems nothing more than a way of taunting Zoners, and that they also respect the rights of other traders in the vicinity.

My first suggestion for the money is that we have an appointed banker to distribute the money fairly amongst all members who have actively voted and taken part in the discussions withing the council, obviously this should not be done on a bi-weekly basis but at a set date, maybe every quarter of a year.

After a bit of pondering on the subject further, most of us Zoner live a relatively prosperous life I believe, free from disease and hunger - however recently we have become aware of an increase in the threat from the Nomads. So my second proposal is that we use these funds to upgrade Freeport 11 in Omicron Delta to better withstand these attacks, include orbiting weapons batteries and maybe even extend the station by adding research facilities to study the threat more closely.

My third suggestion is that we put the funds towards building a new installation for trade and fleet support in one of our less well populated systems, maybe even Omega49 as we have only the planet Gran Canaria and the small Lanzarote installation.

Fellow Delegates,

I would like to commend Sir William Burke and his.. ahem.. Solicitors.. for the speedy presentation of the Lease Agreement Draft between Borderworld Exports, the Council of Zoners, and the Citizens of Gran Canaria.

For ease of discussion, I am transferring the Draft to Chambers, with copies to all Delegates:

1. The Port Jackson settlement, and it's surrounding area shall be leased from the Council of Zoners (hereafter referred to as the Council) for a period of not less than 10 (ten) years, during which time it shall be legal property the Bretonian Crown, under the administration of Borderworld Exports (hereafter referred to as Bowex).

2. Throughout the duration of the aforementioned lease, Bowex transport vessels, and their escorts, shall be permitted passage through the Omega-49 system for the purpose of carrying refugees and necessary supplies (excluding heavy weapons) to the Port Jackson settlement, and that Bowex shall be permitted to defend said transports in the event that they come under hostile action.

3. The United Kingdom of Bretonia shall not call into dispute the Council's sovereignty over either the Omega-49 system or Planet Gran Canaria, so long as either remains under Zoner control, nor will vessels of the Royal Bretonian Armed Forces enter the Omega-49 system without the express approval of the Council. This provision shall remain active beyond the period of the lease agreement.

4. Bowex shall initially pay a sum of 100 million Sirius Standard Credits to the Council, and pay a sum of 30 million Sirius Standard Credits on a bi-weekly basis as payment for use of the aforementioned parcel of land.

5. The above agreement (with the exception of Clause 3) will be subject to renegotiation and renewal in no less than 10 (ten) years from the date it becomes active.


As we are typically scattered far and wide, Delegates, I am inclined to allow suitable time for review and discussion. Hopefully, all Delegates will have had a chance to review and comment by Sunday, Midnight, SMT. At that time, if no problems have been raised, or revisions which need Bowex approval submitted, the Council will call for an offficial vote on the Draft.

If the Draft is approved as written, I would like to approach and ratify Secretary Malcolm Reynolds as Treasurer for the CoZ, and as Comptroller of a CoZ "Bank". As an Independent Zoner, Secretary Mal has done a fine job as Secretary for the Council, and I believe he would be an excellent choice for Treasurer, subject to the Council's vote and approval.

The Floor is open for a Discussion of the Bowex Draft. All other business is on hold, unless there is an extreme emergency.

Excellent suggestion chairman on the choice of credit holder and reason for said choice.

The draft agreement is well written, does it maybe need something in it addressing the fact that it doesn't give Bowex the right to haras other factions and groups over mining rights?
